Fingerprint Collection and Submission Services

The State of Iowa is seeking a bidder to provide fingerprint collection and submission services. The bidder must meet the requirements outlined in the FBI CJIS Security policy and provide a system that meets all requirements and specifications as outlined in the Agency's Interface Control Document (ICD). The bidder will be responsible for collecting and submitting biometric fingerprint data to the Agency's Multi-Biometric Identification System (MBIS) while maintaining compliance with FBI CJIS standards. The bidder must also provide customer-focused and courteous service to ensure a positive experience for applicants. Some key points to consider include: • The bidder must provide a system that meets or exceeds compliance with the requirements of the most recent version of the FBI CJIS Security policy • The bidder must provide a system capable of maintaining compliance with the FBI's Electronic Biometric Transmission Specification (EBTS) standards • The bidder must verify valid identification of all applicants prior to being fingerprinted • The bidder must provide all materials, labor, facilities, utilities, equipment, and all other items necessary to successfully perform the services required • The bidder must provide customer-focused and courteous service to ensure a positive experience for applicants • The bidder must provide secure storage of fingerprint images on their server and maintain all submitted records for the most recent six (6) calendar months
