On-Call Event Decorating, Design, Rental, Setup and Removal Services

The City of Eagle Pass is seeking qualified vendors to provide on‑call event decorating, design, rental, setup, and removal services for a wide variety of municipal events. The contract will be awarded on a best‑value basis, may be split among multiple vendors, and does not guarantee a minimum volume of work. The initial term is one year with up to two optional one‑year renewals. Vendors must submit a detailed price sheet, demonstrate relevant experience, and meet insurance requirements. • Services include concept development, table and seating décor, backdrops, specialty décor, rentals, delivery, installation, strike, and compliance with safety/ADA rules. • Applicable event types range from banquets and conferences to festivals, ribbon‑cuttings, and VIP functions. • Pricing must be submitted via a tiered “Standard Table Decoration Package” and a menu of add‑on rates; rates are capped for the contract term. • Proposals are due Oct 22, 2026 by 3:30 p.m. CDT; questions must be submitted by Oct 15, 2026 5:00 p.m. CDT. • Evaluation criteria: price (30 %), qualifications/experience (25 %), design approach (20 %), capacity & responsiveness (15 %), references (10 %). • Contract term: 1 year, renewable up to 2 additional years; no guaranteed minimum number of work orders. • Required insurance: $1 M general liability, $1 M auto, workers’ comp; City named as additional insured.
