SAP Software Subscription, Maintenance, and SAP N2 Cloud Hosting

The IRS Financial Services Branch is seeking a qualified vendor to provide ongoing SAP software subscriptions, cloud‑hosting (FedRAMP‑High NS2 environment), and maintenance services for its Integrated Financial System (IFS). The effort includes licensing for SAP ECC, BW/4HANA, BusinessObjects, Solution Manager, HANA, and related cloud‑based modules, as well as networking, security, monitoring, and 24×7 support. The contract will be a base year of twelve (12) months with four optional twelve‑month extensions, and will require FedRAMP‑High compliance, FIPS‑validated encryption, and adherence to numerous IRS, NIST, and IRM security standards. The vendor must deliver software, platform‑as‑a‑service infrastructure, and integration with IRS data centers in Martinsburg and Memphis, supporting both production and non‑production environments. • Provide SAP license subscriptions and entitlement packages (multiple CLINs) on a per‑year basis. • Host the solution in the SAP National Security Services (NS2) FedRAMP‑High cloud. • Deliver ongoing maintenance, Global Support Backbone, Secure Support, and HANA database operations. • Offer networking, security hardening, identity‑access management, and continuous monitoring services. • Meet stringent security, privacy, and audit requirements (FIPS 140‑3, NIST SP 800‑53, IRM 10.8 series, etc.). • Support transition activities at award and provide optional surge support.
