The Lansing Board of Water & Light (BWL) is seeking a qualified consulting firm to provide comprehensive surveying, base mapping, design, permitting, geotechnical, and construction‑engineering services for the replacement and installation of multiple 8‑inch ductile‑iron water mains throughout the city. The scope covers topographic surveys, detailed design drawings, three budgetary design scenarios, permit acquisition, pavement coring, traffic control, and full construction‑phase engineering support including inspections, CCTV coordination, and final as‑built documentation. The work is divided into five tasks with specific deliverable dates, culminating in a final walkthrough and punch‑list completion by May 2028.
• Survey existing utilities, curb lines, pavement types, hydrants, valves, and underground structures for ~8,000 ft of water main.
• Prepare base maps and detailed design plans (scale 1” = 40 ft) showing proposed mains, connections, valves, hydrants, and associated civil details.
• Provide up to three design‑scenario cost estimates (open‑cut, directional drilling, jack‑and‑bore).
• Assist BWL in obtaining all required permits and coordinate with City of Lansing and utility owners.
• Conduct geotechnical pavement coring (minimum one core per 500 ft) and produce comprehensive core reports.
• Deliver construction‑engineering services: field supervision, inspection, traffic control, material testing, CCTV of sanitary sewers, change‑order processing, and final documentation.
• Meet phased deadlines: design deliverables by 9 Feb 2027; construction‑engineering services completed by 21 May 2028.
