Leadership in Energy and Environmental Design (LEED) Consulting Services

This contract establishes an indefinite‑delivery/indefinite‑quantity (IDIQ) agreement for up to five years of LEED consulting services for Metro‑owned facilities. The contractor will provide full‑cycle LEED project management—including registration, credit analysis, documentation, construction‑phase compliance, and LEED Zero support—using BIM‑integrated and AI‑assisted tools. Work is performed on a task‑order basis via Statements of Work (SOWs), with rates and a maximum cost defined in each SOW; no travel reimbursement is provided, but approved LEED registration fees may be reimbursed. The awardee must maintain a LEED Accredited Professional (BD + C) for new construction and an AP (O + M) for retrofits, satisfy insurance and background‑check requirements, and meet EBO goals (4 % MBE, 4 % WBE, 20 % SBE/SDV). • IDIQ term: 60 months, no guaranteed minimum/maximum spend. • Scope: LEED v5 consulting, LEED Zero, energy‑retrofit programs, optional WELL/Fitwel/ENERGY STAR services. • Evaluation: 40 % cost, 30 % capacity, 30 % qualifications; Paladin, Inc. ranked highest. • Mandatory compliance: insurance limits, background checks, EBO documentation, and monthly reporting.
