The City of Tulsa is seeking a vendor (or vendors) to provide a comprehensive merchant processing solution and an online engagement/payment platform that supports credit/debit card, ACH/e‑check, and digital‑wallet transactions across in‑person, web, IVR, and future kiosk channels. The solution must integrate via APIs with the City’s existing Tyler Technologies suite (Munis, EnerGov, RecDesk, Flowbird/Parkeon, FuelMaster/Syntech, Nice CXone) and deliver real‑time posting to the City’s ERP, with a secure administrative portal, 24 × 7 × 365 availability, and FedRAMP‑compatible cloud hosting. The contract is for an initial one‑year term with up to four optional one‑year renewals, and the vendor must meet rigorous security and compliance standards (PCI DSS, ISO 27001/27018, SOC 1 & 2 Type II, NIST‑800). • Provide merchant processing (card, ACH, digital wallets) for ~10 City business lines and consolidate accounts where possible. • Deliver a multi‑channel payment portal (online, mobile‑responsive, IVR, future kiosks) with stored‑payment, multi‑bill “cart”, and real‑time transaction confirmation. • Replicate and extend existing API integrations with Tyler Munis/EnerGov, RecDesk, Flowbird/Parkeon, FuelMaster/Syntech, and Nice CXone, and support new integrations as required.
