Payment Processing Services

The State of New Mexico is seeking a vendor to provide comprehensive payment‑processing services—including point‑of‑sale terminals, online payment gateway, IVR integration, mobile‑wallet support, and optional kiosk solutions—for its Taxation & Revenue Department and Motor Vehicle Division. The contractor must supply hardware, maintain PCI‑DSS Level 1 compliance, deliver detailed transaction reporting, and support a fee‑based model where all processing costs are borne by the end‑users. The contract is for an initial five‑year term with one optional five‑year extension. • Provide ~335 Ingenico (or equivalent) POS terminals with EMV/NFC, signature capture, and P2PE encryption. • Operate a secure, independently hosted online payment portal and integrate with existing state systems (Tapestry, Five9, GenTax, etc.). • Meet extensive security, reporting, and support requirements, including daily fund‑transfer reporting, 24×7 availability, and rapid outage notification. • Offer optional future‑payment methods (Zelle, PayPal, Venmo, Wise) and kiosk deployments, though these are “desired” rather than mandatory.
