Description
The Texas Comptroller, acting as Chair of the Texas Prepaid Higher Education Tuition Board, seeks a qualified consulting firm or individual to provide ongoing advisory services for the state’s 529 prepaid tuition, college‑savings, and 529A ABLE programs. The consultant will support interpretation of IRC §§ 529/529A, develop best‑practice recommendations, assist with contract negotiations, respond to stakeholder inquiries, draft and evaluate future RFPs, and attend Board meetings as needed. The engagement is “as‑needed” with an anticipated contract term from April 1 2027 through December 31 2029 (with possible two‑year extensions).
• Scope includes policy analysis, regulatory compliance, and strategic guidance for TGTP, TTPF, TCSP, LS‑529, and Texas ABLE programs.
• Minimum five years experience with state‑run prepaid tuition or ABLE plans; deep knowledge of IRC §§ 529/529A required.
• Deliverables: written analyses, presentations, contract language, response to inquiries, and occasional meeting attendance.
• Estimated contract value $150,000; work to commence April 1 2027.
