Request for Proposal ("RFP") Comprehensive Snow and Ice Management Services

The District of Columbia’s Department of General Services (DGS) is issuing an ID/IQ contract to award multiple “Aggregate Award Groups” for comprehensive snow and ice management across the city and a Maryland jurisdiction. The contract will be a firm‑fixed unit‑rate IDIQ covering a base year plus up to four optional one‑year extensions (total possible term 5 years). Services include 24/7 snow plowing, blowing, mechanical removal, ice‑melt application, anti‑icing, sidewalk clearing, emergency response, and post‑storm cleanup for public facilities. Pricing is submitted as per‑deployment, per‑property unit rates for four accumulation categories (≤6", 6‑12", 12‑24", melt‑only). Minimum annual order is $50; maximum non‑guaranteed ceiling is $10 million per contract period. Only Certified Small Business Enterprises (SBE) may bid; subcontracting of ≥35 % is required for contracts >$250 k.
