Description

The County of Maui Department of Water Supply (DWS) is seeking a qualified consultant to design, launch, administer, and continuously manage a residential water‑conservation rebate program for FY 2027. The consultant will be responsible for end‑to‑end program operations—including online application portal development, GIS‑based tracking dashboards, eligibility verification, rebate disbursement, financial reporting, and compliance with state procurement and data‑security requirements. Optional phases allow for knowledge‑transfer training so DWS can later run the program in‑house, or for an annual maintenance contract to keep the program running under the consultant’s management. The contract is for a twelve‑month term with a fixed monthly administration fee plus separate reporting/analytics fees. The program aims to save 1‑3 million gallons of water per year by incentivizing high‑efficiency fixtures, appliances, and irrigation technologies. • Full‑service rebate administration (application intake, eligibility, payment, reporting). • Development of a secure, mobile‑friendly online portal and ArcGIS dashboard for real‑time monitoring. • Financial management, 1099 tax reporting, and budget tracking. • Outreach, training, and optional transition to in‑house operations. • Deliverables include quarterly performance reports, final program summary, and process documentation.

Budget estimate

$500,000 – $1,500,000

The RFP requires the consultant to submit a fixed monthly administration fee plus a separate reporting/analytics fee. Comparable municipal rebate‑program contracts in Hawaii typically range from $40 k to $120 k per month, depending on scope, plus a one‑time setup fee of $50 k–$150 k for portal development. Over a 12‑month term, total contract value is therefore roughly $500 k to $1.5 M. The lower end assumes a modest monthly fee ($40 k) and minimal setup; the higher end assumes a comprehensive solution with extensive GIS/dashboard work and higher monthly staffing costs.
