Request for Proposal Jim Martinez Trail

The City of Hutchinson, Kansas (in cooperation with South Hutchinson) is seeking a qualified firm or individual to develop a comprehensive master plan for the existing Jim Martinez Trail and the broader South Hutchinson trail network. The master plan will assess current conditions, propose improvements, provide design standards, and produce construction documents for Phase I of trail reconstruction. The scope also includes community engagement, 3‑D renderings, cost estimating, and construction‑management services for the first phase, which has a capital budget of $250,000. • Conduct trail assessments for Jim Martinez Trail and South Hutchinson system • Produce conceptual 2‑D drawings, three 3‑D renderings, and cost estimates • Facilitate one public meeting and up to five stakeholder meetings • Develop phased implementation strategy and Phase I construction documents • Provide construction‑management services for Phase I (budgeted $250 K) • Submit a Statement of Qualifications (SOQ) by 5 PM CST, 20 Nov 2026 (hand‑delivered or certified mail) • Site visits optional; questions must be submitted in writing ≥ 7 days before RFP opening.
