Transformer Oil Testing Services

Inland Empire Utilities Agency seeks a qualified contractor to perform comprehensive transformer oil testing services across multiple utility facilities. The work includes infrared thermographic inspections, installation of external oil‑sampling devices, laboratory oil‑analysis per ASTM standards, development of sampling and oil‑replacement procedures, evaluation of nitrogen‑blanket systems, recommendation/installation of monitoring instrumentation, and delivery of four full‑day training sessions for IEUA personnel. The contractor must hold a California C‑20 HVAC license, provide all required insurance, and comply with prevailing‑wage requirements. • Visual + IR inspection of each transformer, with temperature‑severity reporting. • Installation of standardized external oil‑sampling hardware and development of SOPs for sampling, flushing, and oil replacement. • Laboratory analysis (dielectric, moisture, acidity, DGA, etc.) and detailed test reports. • Training program (four full‑day sessions) covering inspection, sampling, nitrogen‑blanket operation, and preventive maintenance. • All work performed under a fixed‑price contract with optional one‑year extensions.
