Delta Digital Video Encoder Firmware

The US Air Force is seeking a sole-source contract for a Digital Video Encoder Firmware Upgrade. The requirement is for a modification to the Delta Digital Video Encoder Model 6008R firmware to integrate IRIG-106 Chapter 10 User Datagram Protocol (UDP) capability. This will enable the ethernet output to interface seamlessly with the input channel of any compliant IRIG-106 Chapter 10 recorder, allowing the system to record the 6008R's video channels natively in the IRIG-106 Chapter 10 standard format. The contract will be awarded on a firm fixed price basis. • The Delta Digital Video Encoder Model 6008R was selected for the F-16 due to its ruggedness and ability to pass Mil Standards for flight with 8 channels of composite video adherent to IRIG and RCC Standards. • The 896th Test Support Squadron (896 TSS) at Eglin AFB supports the 96th Test Wing (96TW) through designing, installing, and supporting unique airborne instrumentation to generate decision-quality data in support of Developmental Test and Evaluation. • The proposed contract action will be awarded on a sole source basis to Delta Information Systems, Inc., as they are the manufacturer of the encoders and possess the proprietary rights and source code access required to modify the system.
