The State of Tennessee is seeking a single insurer to provide and administer basic (employer‑paid) term‑life and AD&D coverage, as well as voluntary (employee‑paid) term‑life and AD&D coverage, for all eligible state‑government and higher‑education employees and their dependents. The contractor must manage enrollment, eligibility file processing, claims adjudication, call‑center operations, member communications, and integrate data with the State’s Edison ERP system. The contract includes a five‑year benefit period (2028‑2032) with a 1½‑year claim run‑out, extensive performance guarantees, and strict security‑privacy requirements (on‑shore data, FIPS‑140‑2/3 encryption, SOC‑2/HITRUST, breach‑notification). The State will evaluate technical qualifications (40 pts), experience (10 pts), and cost (50 pts).
