Cross connections and backflow

The City of Norwich Public Utilities is seeking a qualified vendor to perform comprehensive cross‑connection and backflow prevention services for all water service connections within its service area for the calendar years 2027‑2033. The scope includes scheduling inspections, conducting tests, re‑inspections, data collection, customer communication, issuing notices, maintaining documentation, and preparing the required State Department of Public Health report. Vendors must submit qualifications, demonstrate current State inspection/testing certifications, and prove sufficient manpower and expertise to meet DPH requirements. • Perform initial and repeat inspections of water service connections. • Conduct backflow testing, re‑testing, and certify results. • Collect and manage inspection data, issue notices to customers. • Maintain complete documentation and produce annual State reports. • Provide qualified staff with current State certifications throughout 2027‑2033.
