Description
The State of Maryland’s Department of Labor is seeking a vendor to design, build, and maintain a custom management software platform that supports two federal‑worker loan programs: the Federal Worker Emergency Loan Program (continuous, ~300 applications per year) and the Federal Shutdown Loan Program (up to 5,000 applications per shutdown, potentially two shutdowns per year). The contractor must provide IT development, system integration, hosting, security, and ongoing customer support services, as well as adhere to Maryland’s living‑wage, apprenticeship, and internship requirements. The contract will be awarded through a double‑envelope RFP process with a submission deadline of 17 Nov 2026.
