Workforce Talent Attraction Strategy Consultant

The State of North Dakota is seeking a qualified consulting firm to develop and implement a comprehensive workforce talent attraction and recruitment strategy. The contractor will provide strategic planning, system support (including HubSpot maintenance), training, lead‑generation content, industry‑specific marketing plans, and regular reporting. Work is performed remotely with one required in‑person visit per year to Bismarck, and the contract runs for 15 months with possible extensions. • Develop statewide talent‑attraction strategy using labor‑force data and target‑sector analysis (health‑care, manufacturing, etc.). • Maintain and support the HubSpot‑based recruitment pipeline, create lead‑generation assets, and deliver regional training workshops. • Provide quarterly progress reports, a final report, and manage project schedules, risk mitigation, and stakeholder collaboration.
