Statewide Medical Cannabis Program Education and Training Services

The State of Illinois Department of Public Health is seeking a single vendor to design, develop, and deliver a comprehensive education, training, and outreach program for the statewide Medical Cannabis Program. The contractor must conduct a needs assessment, create standardized curriculum and materials, provide 12 provider trainings and 12 public/patient‑caregiver trainings, coordinate outreach with local health departments, and submit detailed reporting and continuous‑improvement updates. The award will be a fixed‑price contract with an initial 18‑month term and up to three optional one‑year renewals, with a 7 % BEP goal and a 20 % technical‑score weighting for a Commitment‑to‑Diversity component. • Perform a needs‑assessment and develop curriculum aligned with Illinois medical‑cannabis statutes and rules. • Deliver at least 24 training sessions (12 provider, 12 public) plus ongoing outreach and reporting. • Meet BEP utilization, diversity, and compliance requirements; submit required vendor disclosures and a BEP Utilization Plan.
