The North Carolina Department of Health and Human Services (DHHS) IT Division is seeking a vendor to provide a 12‑month subscription and support for HCL Digital Experience (DX) Cloud Native Tier 1 software, covering up to 500,000 user sessions annually. The contract includes licensing, maintenance, updates, security patches, and 24/7 critical‑issue support. Delivery is electronic, with the vendor required to grant portal access to two state administrators within seven days of purchase order issuance. The contract term is one year, with two optional one‑year extensions, and the award will be made based on best‑value/lowest‑price technically acceptable analysis.
