The City of Cedar Rapids is seeking a qualified vendor to provide a modern, cloud‑or‑hybrid Enterprise Resource Planning (ERP) system together with payroll and Human Capital Management (HCM) capabilities, or to integrate third‑party HCM/payroll solutions. The contract includes software licensing, full implementation services (project management, data migration, configuration, testing, training, change management), hardware (if needed), ongoing maintenance, and support. Key functional areas cover General Ledger, Budgeting, Project & Grant Tracking, Procurement, Accounts Payable/Receivable, Fixed Assets, reporting/dashboarding, security, and integrations with existing systems (time‑keeping, banking, etc.). The City prefers a single‑vendor contract but will consider separate implementation partners.
