Description

The Metropolitan Nashville Public Schools (MNPS) is seeking firms to provide comprehensive design, construction‑management, and program‑management services for its capital‑improvement projects on an as‑needed, staff‑augmentation basis. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement lasting up to five years, with no guaranteed minimum volume, allowing MNPS to call on qualified personnel for new school construction, renovations, and major maintenance projects. Offerors must submit hourly rates for a defined list of positions, demonstrate relevant experience, and meet insurance and licensing requirements. • Scope includes design‑and‑construction‑management, project scheduling, cost estimating, software support, workforce‑development training, and professional licensing services (architects/engineers). • Required staff categories range from Program Managers and Senior Project Managers to as‑needed Architects, Engineers, Business/Accounting Specialists, and Software Specialists, each with minimum experience thresholds. • Evaluation will be based on cost (35 pts) and qualitative criteria (approach, qualifications, past performance). No minimum purchase quantity is guaranteed; work will be issued via purchase orders as needs arise.

Budget estimate

$5,000,000 – $12,000,000

The solicitation does not disclose a contract ceiling, but MNPS’s annual capital budget is roughly $100 M and recent project funding is about $20 M per year. Assuming the staff‑augmentation rates average $120‑$180 per hour across the varied positions and that MNPS utilizes roughly 1,200 hours per year (a modest estimate for a mix of senior and entry‑level staff), annual spend could range from $1.5 M to $2.5 M. Over a five‑year contract term, total earnings would likely fall between $5 M and $12 M. This estimate accounts for variable workload, the “as‑needed” nature of many positions, and potential annual escalation allowances.
