Description

The County of Camden seeks a qualified nonprofit or public agency to operate a 23‑bed temporary homeless shelter at the Regan Building in Blackwood, NJ. The contractor will provide 24‑hour supervision, three meals per day, comprehensive case management, and coordination with county housing and health services. Optional “Work Now” job‑readiness and medical‑respite programs may be added. Bidders must submit a detailed three‑year budget, per‑client per‑diem rate, and all required certifications and disclosures. The contract runs Aug 1 2026‑Jul 31 2029 with two one‑year extension options. • 24/7 shelter operation with security desk, cameras, and 23 furnished beds (up to 8 for medical respite). • Meal service (hot or cold) three times daily; vendor may subcontract kitchen operations. • Case management, housing‑placement, income‑generation outcomes, and required performance metrics (ID acquisition, employment, housing stability). • Optional “Work Now” and medical‑respite programs requiring separate budget proposals. • Mandatory submission of five hard‑copy proposal copies, ownership disclosure, insurance certificates, and business registration before the July 14 2026 deadline.

Budget estimate

$300,000 – $800,000

Based on the per‑client reimbursement range ($46‑$78 per day) and a 23‑bed capacity, an average occupancy of 80 % would generate roughly $1.1 K per day, or about $416 K per year. Over the base three‑year term this equals ~ $1.25 M in revenue. After accounting for staffing, food, insurance, utilities, and other operating costs, net earnings could range from roughly $300 K to $800 K for the contractor. The wide range reflects uncertainty in occupancy, reimbursement rates, and the optional “Work Now” and medical‑respite programs.
