The Region 4 Education Service Center (ESC) is seeking qualified vendors to provide TEA‑authorized board governance training and trustee development services for ESCs, school districts, charter schools and other eligible entities. The contract is a one‑year cooperative agreement beginning January 1 2027, with up to four automatic annual renewals (max 2031) and possible short extensions. Vendors must be current TEA‑authorized providers, carry required insurance, complete numerous compliance forms (W‑9, HB 1295, conflict‑of‑interest, etc.), and submit a full proposal by October 12 2026. A non‑mandatory virtual pre‑proposal conference will be held on July 7 2026. The award will be made to the vendor(s) recommended by the Region 4 Board of Directors after evaluation of qualifications, pricing, and compliance.
