Description
Ohio Housing Finance Agency (OHFA) is seeking market‑research responses to replace its legacy financial and operational systems. The agency wants a cloud‑agnostic, FedRAMP/StateRAMP‑compliant solution that can either be a single unified platform or best‑of‑breed components linked via real‑time APIs. Part A covers multi‑fund accounting, procurement, budgeting, bond/loan accounting, and related financial operations. Part B addresses a unified workflow system for 17 offices, covering multifamily and single‑family housing programs, external portals, asset management, compliance audits, loan servicing, legal workflow, CRM/help‑desk, and mobile inspection capabilities. The RFI requires an “80/20 Clean Core” architecture where at least 80 % of functionality is delivered natively or via no‑code configuration, with only ~20 % custom extensions that must not impact core upgrades. Submissions must be emailed, include narrative (max 35 pages per part), a capability matrix, and a non‑binding cost model.
