Secure Juvenile Detention Services within the boundaries of the contiguous 48 states (excluding Alaska and Hawaii)

The Bureau of Prisons is issuing an RFI to assess interest and capability for providing secure juvenile detention services for male and/or female offenders across the contiguous 48 states. The eventual contract is expected to be an IDIQ award with a one‑year base period and up to four one‑year options (maximum five years). Service providers must be able to operate a fully secured juvenile facility meeting ACA and PREA standards, staff directly‑supervised juveniles at a 1:8 (day) and 1:16 (night) ratio, deliver comprehensive health, mental‑health, educational, vocational, and work‑release programming, and comply with extensive reporting, training, and safety requirements. No specific funding values are disclosed, but the contract will reimburse per‑offender‑day costs and require monthly voucher submissions.
