Description
The San Mateo County Assessor’s Office is seeking a one‑year SaaS subscription that provides unlimited, on‑demand access to a digital commercial real‑estate lease comparable database covering San Mateo County and the broader San Francisco Bay Area. The database will support the income approach for mass appraisal of commercial properties (office, retail, industrial, flex, R&D, etc.) and must be defensible, regularly updated, and capable of generating searchable reports and exports. The contract runs Jan 1 – Dec 31 2027, with mandatory onboarding, training, and support provided at no extra cost.
• Scope: SaaS lease‑comparable database with full online interface, searchable by location, property type, size, rent, dates, etc.
• Required data: Comprehensive coverage of San Mateo County and surrounding Bay Area markets, historical depth sufficient for trend analysis, detailed lease fields (rent, term, escalations, concessions, etc.).
• Users: Up to 30 Assessor staff members; concurrent access required.
• Deliverables: Electronic access only, two live virtual training sessions (or on‑demand videos), digital user guides, ongoing technical support at no charge.
• Timeline: RFP released Oct 26 2026; proposals due Nov 18 2026 5 PM; award expected Nov 30 2026; contract effective Jan 1 2027.
• Evaluation: 35 % proposal approach, 35 % system qualifications, 25 % price, plus local‑business preference points.
• Minimum vendor experience: ≥4 years providing comparable lease‑data services to appraisal/valuation professionals.
