OWNER'S REPRESENTATIVE SERVICES

The Connecticut Housing Finance Authority (CHFA) is seeking qualified firms to act as an Owner’s Representative for the planning, procurement, design, and construction of a new two‑story office building. The selected firm will provide advisory services throughout all project phases, ensuring that the development meets schedule, budget, and quality objectives while coordinating with architects, engineers, contractors, and CHFA staff. This is a consulting‑type contract rather than a construction contract; the firm will not perform the construction itself but will oversee and manage the process on CHFA’s behalf. • Scope includes project programming, feasibility analysis, budgeting, and procurement strategy. • Provide design‑review services, coordinate architectural and engineering efforts, and manage construction administration. • Serve as the primary liaison between CHFA and all design‑construction stakeholders. • Deliver regular status reports, risk assessments, and recommendations to keep the project on track. • Contract duration will align with the full lifecycle of the building program, from early planning through substantial completion.
