Description
This solicitation is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Information Technology for the acquisition of CIENA network communication equipment, associated peripherals, installation, training, and extended warranties under the existing Hardware Master Contract (060B2490022). Only Master Contractors who already hold a contract under that Master Contract and are certified Small Business Reserve (SBR) vendors may submit proposals. The scope includes routers, software licenses, optics, power cables, and related items, as well as installation and training services, with a one‑year warranty component. Bids must be submitted electronically via the state’s eMaryland Marketplace Advantage (eMMA) system by 2:00 PM EST on 29 Oct 2026; questions are due by 26 Oct 2026. The contract will be awarded to the responsive, responsible contractor offering the most advantageous price and meeting all technical requirements.
• Eligible only for SBR‑certified small businesses that are current Master Contractors on the 2012 hardware contract.

• Additional services: installation, training, and one‑year manufacturer warranty.
• Mandatory submission of a Letter of Authorization from CIENA and a Mercury Affidavit.
• Pricing must be valid for at least 90 days; invoices submitted electronically.
