ENTERPRISE RESOURCE PLANNING (ERP) SOFTWARE AND SERVICES RFP

The City of Burbank is seeking a fully cloud‑based Software‑as‑a‑Service (SaaS) Enterprise Resource Planning (ERP) system together with professional services to replace its legacy Oracle EBS environment. The selected vendor must provide the ERP platform covering finance, HR/payroll, procurement, supply‑chain, asset management, budgeting/planning, and reporting/BI, and must deliver implementation, integration, data conversion, change management, training, and ongoing support. The project will span an initial five‑year term with options to extend, requiring both software licensing and extensive consulting resources. • Cloud‑based SaaS ERP that integrates finance, HR, payroll, procurement, supply chain, asset management, budgeting, and BI. • Mandatory professional services: project management, organizational change management, system design/configuration, interfaces/middleware, data conversion, testing, training, cut‑over, go‑live support, and post‑implementation maintenance. • Vendor must demonstrate experience with municipal ERP implementations, provide detailed staffing plans, and comply with security/compliance standards (SOC 2, PCI, HIPAA, etc.).
