RFP: Permitting System Including Implementation Services

Central Contra Costa Sanitary District is seeking a qualified firm to supply a fully integrated permitting system and accompanying professional services to replace its legacy OPAL solution. The scope includes software licensing (cloud‑ or on‑premise), configuration of workflows, GIS and ERP integrations, data migration from CentralSquare (and optionally OPAL), mobile field inspection capabilities, and a full implementation lifecycle from project planning through go‑live support and five‑year maintenance. The vendor must demonstrate experience with municipal‑type permitting platforms, integration with Oracle Fusion ERP, Esri ArcGIS Enterprise, Laserfiche, and payment processors, and provide robust security (SOC 2/ISO 27001) and SLA commitments. • Core functional delivery: permit application intake, review workflow, fee calculation, inspection scheduling, customer portal, and reporting. • Technical delivery: integrate with Oracle Fusion ERP, Esri ArcGIS, Laserfiche, PayPal/US Bank payment processors, and CSLB license verification; support SAML 2.0/SSO and mobile iPad access. • Implementation services: project management, configuration, data conversion, testing, training, go‑live support, and five‑year post‑implementation maintenance.
