The State of Vermont, via its Department of Buildings and General Services and the Agency of Digital Services, is seeking a qualified vendor to design, configure, ingest, govern, and modernize the statewide health‑data lake for the Green Mountain Care Board. The effort focuses on building a cloud‑native, medallion‑architecture pipeline (AWS Glue, Terraform, Python) and integrating priority health datasets while establishing robust data‑governance and cataloging. The base contract runs for two years with possible one‑year extensions, funded by a federal Rural Health Transformation grant. • Deploy and configure the GMCB environment in the Statewide Data Lake using Terraform + Python, ensuring version‑controlled infrastructure. • Build a scalable ingestion framework (AWS Glue, Python) with medallion layers (bronze/silver/gold) and integrate priority datasets (VUHHDS, ASSR). • Implement governance, entity‑resolution, and cataloging solutions; deliver automated data‑quality and lineage reporting. • Provide optional Year‑2 advanced features (AI, cross‑dataset checks, provider‑side CI/CD pipelines, additional high‑priority datasets). • Meet strict security (NIST 800‑53/FIPS 200), insurance, worker‑classification, and climate‑change certification requirements; staff must hold current AWS Certified Data Engineer – Associate and AWS Certified Solutions Architect – Associate credentials.
