Outreach Safety Response (OSR) Team Program

Valley Metro Rail, Inc. is seeking qualified organizations to establish and operate an Outreach Safety Response (OSR) Team Program that will provide on‑site behavioral‑health‑focused safety services across the regional transit system and associated facilities. The contract is a firm‑fixed‑price, up‑to‑five‑year award beginning around November 30 2026. Offerors must submit a sealed electronic proposal by October 29 2026, 3:00 pm PT, and must be registered in Valley Metro’s CORE procurement system. Evaluation will be based on organizational experience, staffing and operational plan, technical approach/service model, data collection/reporting, and price realism. The OSR team will handle incident de‑escalation, clinical escalation pathways, after‑hours coverage, referral networking, and coordination with Valley Metro security and crisis systems. Vendors must provide required insurance, certifications, and compliance with Arizona business‑registration rules.
