On-Call Solid Waste Data Analysis and Economic Services

The City of Seattle, through Seattle Public Utilities, is seeking an on‑call consulting team to provide advanced data analysis, economic modeling, program evaluation, and visual storytelling for its solid‑waste programs. The consultant will work on an as‑needed basis for up to five years, delivering reports, dashboards, code, and training that help the utility assess policy effectiveness, equity impacts, and financial performance. The work includes needs assessments, causal‑inference evaluations, forecasting, cost‑benefit analyses, waste‑characteristics studies, data‑visualization, publication support, and knowledge‑transfer activities.
