Description
The Maryland Health Benefit Exchange (MHBE) is seeking a qualified vendor to provide a 12‑month enterprise‑level subscription to Eleven Labs’ AI voice platform (Tier A). The subscription includes access to a suite of services—text‑to‑speech, speech‑to‑text, voice cloning, agents, APIs, and a library of multilingual models—plus a Growth Success Package with a dedicated account manager, training, and priority feature access. The contractor must be authorized to resell Eleven Labs products, submit a full bid via the eMMA portal by Dec 1 2026, and handle monthly invoicing and reporting. The contract is firm‑fixed‑price, runs February 9 2027 through February 8 2028, and will be awarded to the lowest responsive bid.
• Provide MHBE with a 12‑month Eleven Labs Tier A subscription (Feb 9 2027‑Feb 8 2028)
• Deliver all listed Eleven Labs products and models, plus add‑ons (agents concurrency, voice slots, etc.)
• Include Growth Success Package services (account manager, training, Slack channel, priority updates)
• Must hold reseller authorization from Eleven Labs and meet minimum qualification documentation
• Submit bid electronically via eMMA; pre‑bid conference virtual on Nov 16 2026 (registration required)
• Monthly invoicing with detailed usage reports; payment within 30 days of invoice receipt
• Contract value approx. $87,600 per year (plus optional usage fees)
