J044--NOTICE OF INTENT TO SOLE SOURCE Baltimore VAMC Steam System Preventive Maintenance from Vicinity Energy Baltimore Corporation

The Department of Veterans Affairs intends to award a sole‑source contract for the full‑service preventive maintenance, repair, and emergency call‑back support of the steam distribution system serving the Baltimore VA Medical Center. The contractor must provide a two‑person crew for eight hours every two weeks (totaling 416 labor hours per year), perform steam‑trap surveys, valve cleaning, heat‑exchanger inspections, condensate system checks, leak detection, meter verification, water‑chemistry management, and support regulatory inspections. All parts and materials must be supplied by the contractor and meet manufacturer specifications.
