Construction Managment and Inspection (CMI) Services for Renewable Energy and Storage Project

The City of Gardena Transportation Department is seeking a qualified consultant to provide independent Construction Management and Inspection (CMI) services for its design‑build Renewable Energy and Storage System Project, which includes a ~555 kW DC solar canopy, a Battery Energy Storage System (BESS), and electric‑vehicle (EV) charging infrastructure at the Gardena Transit Administration Facility. The CMI consultant will act as the owner’s representative, handling schedule and cost control, submittal and RFI tracking, inspection of work, special‑inspection and materials testing, labor‑compliance monitoring, safety coordination, commissioning, PTO acquisition, and final close‑out. The work begins upon the design‑builder’s mobilization (mid‑Nov 2026) and continues through project close‑out (anticipated late 2027). • Provide day‑to‑day construction‑phase oversight, daily/weekly reporting, and independent verification of contractor performance. • Manage all documentation, change‑order analysis, schedule updates, and ensure compliance with federal (FTA) and California codes (Title 24, CAL‑GREEN, OSHA, DIR prevailing‑wage). • Deliver required deliverables such as Project Management Plan, risk register, labor‑compliance reports, commissioning reports, punch‑list management, and final electronic record set.
