The City of Colorado Springs seeks a comprehensive, modular citation‑management and parking‑permit solution to replace its legacy Gtechna system. The contract will cover software licensing, implementation, integration with multiple payment and enforcement platforms, optional handheld devices, optional mobile LPR capability, training, support, and ongoing maintenance for a base year plus up to four option years. Vendors must demonstrate ability to meet strict security, accessibility, and data‑ownership requirements and provide detailed pricing across many cost categories.
• Core functionalities: real‑time citation creation, photo attachment, integration with ParkMobile, Flowbird meters, IPS pay stations, Zephire permits, municipal court system, and future LPR hardware.
• Deliverables include a Vendor Project Manager, detailed project plan, training program, optional hardware (handheld devices, printers), and 24/7 support.
• Contract type is Firm Fixed Price with optional T&M components; base year 1 May 2027 – 30 Apr 2028, with four one‑year options through 2032.
