The URA of Pittsburgh is issuing an on‑call RFP for multidisciplinary engineering and consulting firms to provide a full suite of professional services on a task‑order basis for the preparation of publicly and privately owned parcels throughout the city. Services include environmental site assessments (Phase I/II), asbestos and lead‑based paint inspections, brownfield remediation support, geotechnical investigations, surveying (boundary, topographic, ALTA), demolition and site‑clearing plans, utility design, permitting assistance, bid preparation, construction management, inspection, and project close‑out. The intent is to make parcels “pad‑ready” for developers, with flexibility to price work either as flat‑fees or hourly rates depending on scope. Multiple firms may be selected, and the contract will be awarded through task orders after the November 13 proposal deadline.
• On‑call, task‑order delivery model (no fixed project length)
• Comprehensive engineering, environmental, surveying, permitting, demolition, and CM/CI services
• Hourly‑rate schedule with optional flat‑fee items; classifications can be added by respondents
• Pre‑proposal virtual meeting 9/28/2026; site tours available on request
• Funding primarily state‑based, with possible federal (EPA/HUD) support case‑by‑case
• Emphasis on M/WBE participation (18% minority, 7% women targets)
• Proposals submitted via IonWave Technology (IWT) by 5 pm EST 11/13/2026
