Description
The State of Missouri is establishing a Qualified Vendor List (QVL) for the procurement of trailers to be used by multiple state agencies, universities, and the judicial and legislative branches. Vendors will be placed on the QVL and, on an as‑needed basis, will receive quote requests from any participating agency. The contract is a one‑year “preferred‑use” agreement (Jan 27 2027 – Jan 26 2028) and does not guarantee volume; agencies may order at any time, and other governmental entities (cities, counties) may also place orders under the same contract. Vendors must demonstrate at least five years of trailer‑supply experience, maintain a MissouriBUYS registration, comply with Buy‑American preferences, and complete extensive business‑compliance exhibits (tax clearance, state registration, anti‑boycott certification, etc.). The award will be based on lowest‑price plus any statutory preference points (veteran, disabled, etc.).
• Contract period: Jan 27 2027 – Jan 26 2028 (1 year)
• Submission deadline: 2:00 PM CT, 9 Nov 2026 (electronic via MissouriBUYS)
• Minimum vendor experience: 5 years supplying trailers
• Required exhibits: tax clearance, state registration, Buy‑American certification, anti‑boycott certification, veteran‑business preferences, etc.
• Pricing must be FOB destination, inclusive of freight; quotes valid 90 days.
• No guaranteed purchase volume; FY 2026 spend on trailers ≈ $1.17 M (historical).
• Vendors act as single point of contact for all agencies; must provide at least one dedicated customer‑service representative.
