Request for Proposals for Labor Relations Consulting Services

The City of South San Francisco is seeking a qualified consulting firm to serve as chief labor negotiator for its seven collective bargaining units. The consultant will lead negotiations for successor Memoranda of Understanding beginning mid‑February 2027, advise city officials, draft proposals, conduct cost analyses, and provide strategic guidance throughout the bargaining process. The engagement includes attendance at city council and closed‑session meetings, advice on impasse procedures, and post‑negotiation debriefings. The contract will start January 14 2027 and is expected to run for approximately one year. • Serve as lead negotiator for all seven employee unions (AFSCME, IUOE, Teamsters, Police, IAFF, etc.) • Review existing MOUs, develop negotiation strategy, and draft new contract language • Provide ongoing counsel to City Manager, HR Director, and elected officials • Attend council meetings, impasse fact‑finding sessions, and provide status reports • Deliver a final negotiated MOU package effective July 1 2027 • Minimum 5 years experience in California public‑sector labor negotiations, with proven cost‑effective outcomes
