The State of Vermont, through its Department of Libraries, is seeking proposals for a statewide Resource Sharing (inter‑library loan) system and/or an Integrated Library Management System (LMS) for its collections. Vendors may submit bids for either system separately or as a combined solution, pricing each component independently. The effort includes software functionality, integration with existing library platforms via SIP2, Z39.50, SRU, and single‑sign‑on via the State’s Okta/Microsoft Entra IdP, hosting, security, training, migration, and ongoing support. The contract is initially two years with up‑to‑three optional one‑year renewals, and the State prefers vendors with Vermont residency or local manufacturing, clean‑energy practices, and compliance with extensive privacy, security, and reporting requirements.
• Provide an ILL platform that enables statewide catalog search, real‑time loan tracking, label generation, lender preferences, and reporting.
• Deliver a full‑featured LMS covering cataloging, circulation, acquisition, reporting, privacy compliance, and migration from legacy systems.
• Meet non‑functional requirements: unlimited concurrent users, cloud/hosted high‑availability, SAML 2.0/OIDC authentication, ITIL‑based incident management, and all security provisions in Attachments C & D.
• Submit a single PDF (≤ 40 MB) containing cover letter, technical narrative, references, price schedule, and required certifications by 16 Dec 2026 4:30 PM EST.
• Evaluation will weight cost, experience, integration capability, user experience, support, and report functionality; preference given to Vermont‑based firms and those with clean‑energy credentials.
