The Department of Veterans Affairs is seeking a qualified Service‑Disabled Veteran‑Owned Small Business to provide a comprehensive mail‑tracking service for its Eastern Colorado Health Care System. The contractor will deliver, install, and maintain a secure web‑based tracking system that records inbound and outbound mail, packages, and internal deliveries, supplies barcode printers and electronic signature capture, provides real‑time reporting, and ensures compliance with VA security and privacy policies. The effort includes full system integration, ongoing technical support, training of VA staff, and hardware refreshes as needed throughout the contract term.
• Provide a fully functional, scalable web‑based tracking system (software, hardware, licenses, and support) at the VA Aurora, CO facility and any additional VISN 19 sites.
• Meet performance metrics: ≥ 99 % system availability, 98 % tracking accuracy, < 3 seconds response time, and 100 % staff training within 30 days of deployment.
• Deliver all services under a firm‑fixed‑price contract with a one‑year base period (10/30/2026‑10/29/2027) and up to five one‑year option extensions, complying with all applicable FAR/VAAR clauses, SDVOSB set‑aside requirements, and OEM‑authorized dealer status.
