Lake Superior State University is seeking qualified architectural/engineering firms to produce a comprehensive Program of Requirements (POR) for the renovation of its Center for Freshwater Research and Education (CFRE) Fish Hatchery. The effort is qualifications‑based; firms must demonstrate relevant experience with fish hatcheries, aquaculture facilities, or similar research labs, and will be evaluated on experience, personnel qualifications, approach, capacity, and references. Phase 1 (required) delivers the POR report, including stakeholder engagement, existing condition assessments, space programming, systems specifications, conceptual layouts, cost and schedule estimates, and benchmarking. Phase 2 (optional) may include full design services (schematic through construction documents) if the university approves additional funding. The contract will be a fixed‑price or cost‑plus agreement, with award expected in January 2027 and POR completion targeted for May 2027.
• Required deliverable: POR report to guide design of renovated hatchery spaces, systems, and academic functions.
• Minimum experience: ≥3 comparable projects (e.g., fish hatcheries, aquaculture or bio‑secure research facilities) within the past 10 years.
• Submission: ≤ 25‑page PDF, no cost data, signed, due Dec 1 2026, 2 p.m. ET; optional site visit available upon registration.
• Evaluation: 100‑point rubric; award based on qualifications, not price.
