Budget estimate

$1,000,000 – $2,000,000

Based on the scope (70‑bed, 24/7 shelter with meals, staffing, case management, utilities, insurance, and overhead) a typical county‑funded emergency shelter of this size runs roughly $80‑150 k per month during the initial 30‑bed phase and $150‑250 k per month after reaching full 70‑bed capacity. Assuming a two‑year contract, total program costs are estimated between $1.0 million and $2.0 million. The vendor’s revenue would be the approved contract amount, so the expected budget range is approximately $1,000,000 – $2,000,000, depending on negotiated rates, inflation escalations, and any partner contributions.
