The Washington State Administrative Office of the Courts seeks a cloud‑hosted, secure, and accessible Learning Management System (LMS) to support up to 3,000 users, with integration to Microsoft Entra for SSO/MFA, full SCORM/xAPI compliance, and robust reporting. The contract includes implementation, migration of existing content, administrator training, and a minimum three‑month post‑implementation support period, with a one‑year initial performance period and optional multi‑year extensions. Vendors must demonstrate experience delivering similar LMS solutions, meet FedRAMP/StateRAMP security standards, and comply with WCAG 2.0 AA (AAA preferred) accessibility requirements.
