Description

The City of Phoenix Water Services Department is seeking a qualified contractor to provide comprehensive inspection, testing, maintenance, parts replacement, and repair services for fire life‑and‑safety systems (FLSS) at its water and wastewater treatment facilities. The contract is a five‑year, all‑or‑none award with a fixed‑price schedule and no option extensions. Prospective bidders must attend (strongly recommended) a series of non‑mandatory site visits at seven major facilities to verify system counts and conditions before submitting sealed offers. The scope includes routine inspections, emergency response, corrective actions, documentation, and compliance with the Phoenix Fire Code and NFPA standards. Bidders must demonstrate at least five years of relevant experience, hold a current Phoenix Fire Department Business License, and maintain required insurance coverage. The award will be made to the lowest responsive and responsible offer. • 5‑year contract (January 1 2027 – December 31 2031) • Services: inspection, testing, preventive maintenance, repair, parts supply for fire alarm, suppression, and detection systems • Mandatory safety orientation; PPE required on site • Required qualifications: ≥5 years in fire‑protection services, Phoenix Fire Dept. business license • Submission deadline: November 25 2026, 2:00 PM (electronic) • Pre‑bid conference (Nov 4 2026) and seven site visits (Nov 4‑9 2026) – non‑mandatory but strongly recommended • Evaluation based on technical capability, manpower, safety record, and price

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a contract value. Based on a 5‑year term covering inspections, testing, parts, and repairs at seven major water‑treatment facilities, a typical municipal fire‑protection services contract of this scope ranges from a few hundred thousand dollars per year to over a million annually, depending on system complexity and part costs. Assuming an average annual spend of $400,000‑$800,000, the total contract value would likely fall between $2 million and $5 million over the full term. Factors influencing the final amount include the number of devices per site, frequency of corrective work, and price escalations for parts.
