ERP and Utility Billing System

The City of Norwich (NPU) is seeking a qualified vendor to replace its aging on‑premise ERP (Microsoft GP) and utility billing (Cogsdale CIS) systems. The effort includes selection, implementation, and integration of new ERP and billing platforms, plus the development of a customer portal and a Meter Data Management (MDM) solution. The target completion date is the third quarter of 2028, giving an approximate project window of two years. • Replace Microsoft GP ERP with a modern, scalable solution. • Replace Cogsdale CIS utility billing system. • Design and deploy a public‑facing customer portal for account access and service requests. • Implement a Meter Data Management (MDM) platform for automated meter reading and data analytics. • Provide ongoing support, maintenance, and training throughout the implementation lifecycle.
