The VA Western New York Healthcare System is seeking a firm‑fixed‑price contractor to provide comprehensive backflow‑prevention testing, preventive maintenance, emergency repair, and related documentation for its water systems at two VA medical facilities in Buffalo and Batavia, NY. The work includes initial testing within 60 days of award, annual testing of 71 backflow preventers, 24/7 emergency response with a two‑hour on‑site arrival requirement, and submission of detailed regulatory reports. The contract is structured as a base year with up to four one‑year option extensions.
• Perform annual testing of 58 devices at Buffalo and 13 at Batavia, with NYSDOH certification and City of Buffalo Master Plumber license required.
• Provide 24/7 emergency repair services, arriving ≤ 2 hours after a VA call and delivering written reports within 48 hours.
• Submit all required engineering documentation (NYSDOH forms, site plans, etc.) to the Contracting Officer’s Representative and adhere to VA, OSHA, and state safety standards.
