The State of Vermont is seeking a cloud‑hosted, enterprise‑wide electronic signature platform that can be used across all state agencies. The solution must support multi‑document packages, routed signing, audit trails, template‑based creation, integration with Microsoft Entra ID, SharePoint/OneDrive, and allow both licensed state users and external signers to sign from any device. The vendor must also provide onboarding, training, ongoing support, and be able to meet extensive security (NIST 800‑53, 800‑171), accessibility (Section 508, W3C AA), and data‑privacy requirements. The contract is for an initial three‑year term with two optional one‑year renewals, and the State prefers Vermont‑resident vendors and those with clean‑energy practices.
