The State of Colorado’s Office of Sustainability is soliciting proposals for a comprehensive utility management software platform. The vendor must deliver a solution that ingests utility data via API, OCR/PDF, and manual entry, supports training and ongoing support, migrates approximately 10,100 meters of data from 14 agencies by July 1 2027, and meets stringent performance, accessibility, and continuity requirements. The contract will include service level agreements, data accuracy guarantees, and a change‑management plan tailored to diverse user capacities. • Provide a cloud‑based or hosted utility management system with multi‑method data ingestion (API, OCR, manual). • Migrate and clean historical data for ~10,100 meters across 14 agencies, completing migration by July 1 2027. • Deliver comprehensive training, in‑app guidance, and 8 AM‑6 PM MT support (phone, live chat, screen sharing) with SLA response times. • Ensure WCAG 2.1+ accessibility compliance and provide VPAT/ACR documentation. • Maintain ≥99 % system uptime, ≥90 % data extraction accuracy, and robust business continuity planning. • Offer change‑management and user‑engagement strategies, including communication templates and interactive walkthroughs.
